Preparation of Departure from Requirements & Standards (RRS)

Intended for personnel evaluating highway hazards and participating in the potential design of vehicle restraint system installations, this course provides an improved understanding of the proactive use of the relaxation and departure processes for the delivery of quality assured, safe highway RRS installations.

Delegates attending this course will learn about the provision of correctly built Relaxation Records and Departure Submissions to permit timely actions to be undertaken and mitigate potential construction delays and user safety issues.

While this training package is targeted at those working in the Road Restraint System (RRS) sector, the principles discussed are applicable to all departure of standards applications.

Aims & Objectives:

  • To have an understanding of the use of Departures, Relaxations & Deviations from Requirements and/or Standards as detailed in DMRB GG101
  • To assist the candidate with the preparation of:
    • Departures from Standards: Procedures for Local Highway Authorities (October 2011)
    • National Highways DAS 3.0 (Departures Manual 2.0.0) – General & Geometric Variants
    • Transport Scotland Departure from Standard
    • Welsh Government Departure from Standards
    • Department for Infrastructure TransportNI Departure from Standards
  • To permit timely processing of Departures through consistent and complete data delivery

  1. Understanding GG101 and why Departures occur
  2. Roles and responsibilities within the Departure Process
  3. The Hierarchy of Risk Management
  4. When should non-standard events be recognised and actioned?
  5. Record requirements and usage
  6. RRS and the use of Relaxations and their justification
  7. RRS and the use of Departures
  8. Departure Submissions: Headline Information
  9. Process Routes – Submissions, Referrals and Approvals:
    • DfR – NH
    • DfS – Devolved Governments
    • DfS - LHA

Mode of Delivery:

The course will be delivered remotely via MS Teams, hosted by SMA. The primary method of delivery will be via PowerPoint with interactive discussions.
