Transport Assessment

Development proposals of a significant size normally require a Transport Assessment (TA) to be carried out in support of a planning application. A TA is a complex technical exercise requiring skill and judgement from Transport Planning professionals. Indeed, understanding is needed across a wide range of disciplines.

Aims & Objectives:

On completion of this course, delegates will:

  • Be able to define what a Transport Assessment is;
  • Understand how a Transport Assessment sits within national and local planning policy;
  • Realise the importance of guidance;
  • Appreciate the issues involved in forecasting trips
  • Consider the merit of different junction types
  • Understand the process and the elements that make up the Transport Assessment;
  • Understand the strengths and weaknesses of the 4 stage Transport Planning Model;
  • Undertake and prepare a Transport Assessment with technical support;

Course Outline:

The course is divided up into eight sessions as follows:

  1. What is a Transport Assessment – Policy and Guidance;
  2. Scoping – Site Access, Baseline Conditions and TA Content
  3. Accessibility – Connecting to the Transport Network
  4. The 4 Stage TPM – Trip Generation, Modal Split, Trip Distribution and Trip Assignment
  5. Capacity Assessments
  6. Encouraging Sustainable Modes – Public Transport, Cycling and Walking and the role of a travel plan.
  7. What mitigation measures – Hard and soft measures, cost effectiveness, using Trip Banking
  8. Negotiation and Agreement

Mode of Delivery:

The course will be made up of presentations, group exercises and discussion sessions.

Intended For:

This course is aimed at those with little or no experience of the TA process and those with some experience who want to enhance their knowledge and understanding of the process.

The course is suitable for those working in the private sector involved in preparing TAs, those in the public sector involved in reviewing and auditing TAs or anyone who wants to understand more about them.
